Dude was pissed to see his kids eating a condom looking ice-cream sold to them by an ice-cream truck. Angry man doesn't want his young boy biting a treat that looks like a condom and sucking the cream out of it. He thinks it might just be training for other things.
Yes it might be kind of messing up some kids.
